Since the first of the year JEFFCO PSD has their sights on improving the Jefferson County sewer situation. The district, originally formed in 2000, slowly added customers in Raintree Plantation and small developments in unincorporated Jefferson County until 2013 when they successfully petitioned the circuit court to reorganize under the Chapter 204 of the Revised Statues of the State of Missouri. In the past 4 years the JEFFCO PSD has doubled in size with the additions of Sunrise Acres in Cedar Hill, Brookside Parc and Sandy Branch subdivisions in Hillsboro, The Falls at Little Creek subdivision in Festus, Granada Meadow in Hillsboro and most notably the old House Springs Sewer Company.

In the early parts of 2018 the District has plans to take on even more customers with the additions of the City of Byrnes Mill Wastewater Treatment System and PCB, Inc. a privately-owned sewer system. JEFFCO PSD continues to move towards their goal of regionalization of the County’s wastewater treatment through acquisition, capital improvements, and consolidation of smaller systems.

LOWER BIG RIVER WATERSHED

House Springs Sewer Company & Byrnes Mill

With the acquisitions of House Springs Sewer Company (approximately 700 customers) in late 2016 and the recent acquisition of the City of Byrnes Mill Wastewater System (another 700 customers) the District has added a significant number of customers served. House Springs Sewer Company was comprised of 13 small to midsized wastewater facilities. Since many of the plants were constructed in the early 80’s many of the systems needed significant upgrades that the private owner could not accomplish. The District has developed a Capital Improvement plan to consolidate these aging facilities and turn the former City of Byrnes Mill Wastewater facility into a regional treatment and processing facility. These consolidations will help keep cost low and provide access to sanitary sewers to hundreds of future customers where none previously existed.

OUTLYING SYSTEMS

PCB Inc, and Granada Meadows

PCB, Inc. was a privately-owned sewer system consisting of approximately 300 customers spread between Cedar Hill and Hillsboro. The corporation was abandoned by its private owners in 2011 and entered a court appointed receivership through intervention of the Missouri Public Service Commission. The aging infrastructure at the PCB systems cannot meet the current DNR regulations for clean water and need upgrades and/or full replacement. Fitting with the Districts vision of delivering dependable service to the customers in the region, the Board of Directors petitioned the Missouri Public Service Commission for a transfer of assets and custodianship of the systems.

Likewise, the Homeowner Association of Granada Meadows controlled the wastewater treatment system and was no longer able to maintain their system and meet stricter environmental regulations. The system was also in need of immediate capital improvements that the homeowners were unable to afford and needed an experienced and licensed operational staff. Within the first month of acquisition the District has begun to make improvements that has returned the facility back to functional operations.

The addition of these smaller systems exemplifies the Districts willingness to assist county residents when the need arises.
