The Jefferson County Public Sewer District (JCPSD) is issuing a Request for Qualifications (RFQ) from qualified engineering firms to develop a comprehensive Capital Improvement Plan (CIP) for the Festus Crystal City wastewater service area.
Project Background:
The Festus Crystal City wastewater service area is a critical component of JCPSD’s infrastructure. The aging infrastructure requires upgrades and improvements to guarantee continued efficient operation, maintain regulatory compliance, and accommodate projected growth within the service area.
Project Scope:
The selected engineering firm will be responsible for the following:
- Comprehensive System Assessment: Conduct a thorough evaluation of the existing wastewater collection and treatment systems within the Festus Crystal City service area. This includes infrastructure condition, treatment capacity, and operational efficiency.
- Needs Identification and Prioritization: Identify current and future needs of the wastewater system, considering factors such as projected growth, regulatory requirements, and potential environmental impact.
- Development of a Prioritized Capital Improvement Plan: Develop a detailed CIP outlining specific capital improvement projects, their estimated costs, a recommended implementation timeline, and potential funding sources.
Selection Criteria:
JCPSD will select the engineering firm based on the following factors:
- Proven experience in developing comprehensive Capital Improvement Plans for wastewater systems.
- Project understanding and approach.
- Project management and communications
- Understanding of the region and Project context.
Submission Requirements:

- Letter of Interest: A concise letter outlining your firm’s qualifications and experience relevant to this specific project.
- Statement of Qualifications (SOQ): A detailed SOQ outlining your proposed project team, including relevant expertise, project approach, and implementation methodology.
- Client References: References from at least three prior clients for similar wastewater system Capital Improvement Plan projects.
Selection Process:
JCPSD will evaluate submitted materials to shortlist qualified firms. Shortlisted firms may be invited for an interview to further discuss their qualifications and approach.
